What are the loan amount and collateral

Up to €400,000

Get up to €400,000 for working capital to finance operating requirements and costs associated with projects and/or studies of public interest.

You must have received the entire loan amount by 31.12.2026, as long as the funds have not been used up.

No receipts/invoices

You do not need to present receipts/invoices to support your expenditures.

Guarantee on 80% of the loan

Get 80% guarantee from the HDB-TMEDE Loan Guarantee Fund of the Hellenic Development Bank (HDB).

With personal guarantees or other collateral

You provide personal guarantees or other collateral for up to 20% of the loan.

What’s the interest rate

Floating rate

Secure a floating rate based on the 3-month Euribor + spread.

Law 128/1975 levy

According to Law 128/1975, all loans are subject to a levy that is paid to the Greek State, which currently stands at 0.60%. 

No guarantee commission

You pay no guarantee commission provided you don’t exceed the State aid ceilings.

The guarantee commission subsidy is included in the GCE of the loan and is combined with the De Minimis aids (Article 21(18) of Regulation (EU) 651/2014 and Regulation (EU) 2023/ 2831).

What are the loan term and repayment method

1 to 5 years

Repay the loan in 1 to 5 years, depending on your finances.

There is the option for a grace period up to 24 months, during which you only pay interest.

Flexible repayment

You can adapt your loan payments according to your business needs and cash flow:

  • Instalments that repay interest and capital.
  • Equal or unequal instalments that pay capital.

You pay the instalments every 1, 3 or 6 months.

Which businesses are eligible

Company size and activity

To get a loan through the HDB-TMEDE Guarantee Fund, you must:

  • Own an SME, as defined in annex I of Regulation (EU) 651/2014, operating in the engineering and construction sector.
  • Wish to undertake or have undertaken projects and/or studies of public interest, irrespective of the stage of the project or study.

Your business must be officially established when you apply.

Other eligibility criteria

Also, your business must:

  • Not have received more than €300,000 in De Minimis aids in the last 3 years.
  • Meet the conditions of Articles 1-9 (Chapter Ι) of GBER (651/2014) and Article 21(18).
  • Not have delayed a payment for more than 90 days and not be in a state of bankruptcy.
  • Meet the Alpha Bank credit criteria.

Eligible business activity codes (KAD / NACE)

  • 71.1 – Architectural and engineering activities and similar technical consultancy
  • 71.2 – Technical testing and analysis
  • 72.1 – Research and experimental development on natural sciences and engineering
  • 41 – Construction of buildings
  • 42 – Civil engineering
  • 43 – Specialised construction activities

The following are exempt from eligible KADs:

  • 71.12.19.12 – Marine engineer and naval architect design and supervision services
  • 71.20.19.05 – Ship inspection services and other testing
  • 43.21.10.05 – Installation of alarm systems (fire, anti-theft etc.) in buildings
  • 43.21.10.06 – Installation of telecommunications and network cabling
  • 43.29.19.02 – Repair and maintenance of lifts
  • 43.29.19.03 – Repair and maintenance of escalators and moving walkways
  • 43.29.19.04 – Installation of lifts, escalators and moving walkways
  • 43.29.19.05 – Installation, repair and maintenance of revolving and automatic doors
  • 43.99.90.08 – Application of plastic coating for swimming pools etc.

Which businesses are exempt from financing through the HDB loans?

Business with non-eligible business activity codes (KAD / NACE) and those involved in activities, such as:

  • Illegal economic activities, according to the Greek and EU law, as in force
  • Production of and trade in weapons and ammunition
  • Production, processing and trade of tobacco and tobacco products
  • Research, development or technical applications providing support services to online gambling and casinos
  • Pornography
  • Illegal access to electronic data networks
  • Illegal receipt of electronic data
  • Research, development or technical applications for research or therapeutic purposes related to human cloning and genetically modified organisms (GMOs)
  • Decommissioning or building nuclear power plants

Are there restrictions in using the loan I will receive?

Yes. You cannot use the loan to:

  • Pay off an existing loan or credit card debt.
  • Pay dividends.
  • Buy shares.
  • Carry out mergers or acquisitions.

Which businesses are considered micro, small or medium-sized?

According to Commission Recommendation 280/1996 and the new Recommendation 361/2003:

Micro businesses are those that:

  1. Employ < 10 persons 
  2. Have an annual turnover or an annual balance sheet total ≤ €2 million

Small businesses are those that:

  1. Employ < 50 persons 
  2. Have an annual turnover or an annual balance sheet total ≤ €10 million

Medium-sized businesses are those that:

  1. Employ < 250 persons 
  2. Have an annual turnover ≤ €50 million or an annual balance sheet total ≤ €43 million
